You're struggling with a lot of decisions. I wish I could offer some advice, but I think it really comes down to what you're most focused on: finishing the legacy or playing all the families. (I will say that breeding extended family members to each other or back into the main line helps keep the population low.) Whatever you choose should be based on what will bring you the most enjoyment, not what you think you "should" do.
