I agree: if it was an honest mistake, you shouldn't be penalized for making it and then fixing it. Deliberate "mistakes," of course, are another story.
You can force the locals to learn the greetings and dances by making them briefly playable and using Treeag's Book of Talent. The only thing that still won't work is the hidden lot -- custom vacation destinations don't have them, and it takes some doing to make one of your own.
